There are many countries in Europe; France, Germany and Italy amongst them where surrogacy is illegal regardless of whether it is done for free or for profit. Because the laws regarding surrogacy are so strict in many developed nations it is now quite common for people to look internationally for their surrogate mother, India for example has allowed legal surrogacy since the early 2000s.
